Camp Outlook, Washington State’s Juvenile Offender Basic Training Camp, provides a chance for change to youth trying to overcome the challenges of their current life situation. Funded by the state Department of Social and Health Services, Juvenile Rehabilitation Administration (JRA), the Camp offers a safe, secure, treatment-oriented and disciplined military environment. The four-month intensive program
centers around three key components: military structure, treatment and education.
The Camp follows the U.S. Marine Corps recruit training model and uses an integrated treatment approach for the behavioral therapy component. In addition to the core educational program, other programs offered include vocational education, food handler certification, CPR/First Aid and job readiness skills.
Camp Outlook has been in operation since April 1997 and is proud of the positive outcomes. A study
published in 2004 by the Washington State Institute for Public Policy noted that participation in the program significantly reduced recidivism. We continue to have the lowest recidivism rate of any juvenile institution in the State of Washington.
Who is eligible
Camp Outlook is for male and female offenders between the ages of 14 and 19. We accept private placements into the program, although the majority of participants have been court ordered. Youth who are sex offenders, arsonists, or serious violent offenders will not be accepted.
